WebWith hardware acceleration enabled in chrome and FF, 1080ti, I get usage spikes to the teens. I figure the spikes are due to decoding H.264 or whatever the format is. When scrolling in firefox, usage goes to the upper 20s. The fact that disabling hardware accel doesn't change a thing, says you probably have some other issue going on.
