It is made up of the Selected Reserve, which includes Drilling Navy Reserve Sailors/Units, as well as Training and Administration of the Reserves (TAR) personnel and the Individual Ready Reserve. Ready Reserve Force (RRF) ships of the National Defense Reserve Fleet are owned, crewed, and maintained by the civilian United States Maritime Administration, but come under control of the Military Sealift Command when activated.
